Two Thirds of UK Built Environment Firms are Collecting Website Data They Cannot Legally Use, New Research Finds

A new independent study of 533 UK built environment firms has found that while 63.8% run Google Analytics, over 75% do not have the consent infrastructure to legally use the data they collect. The findings are published in The Digital Blueprint: Built Environment 2026, a sector-wide benchmarking report from digital agency Jolt Digital.

The research assessed firms across five digital maturity pillars using headless browser technology, measuring what users and search engines actually see rather than the underlying code. The findings reveal a sector that has built digital presence but not digital infrastructure. Only 12% of firms have any CRM in place. 1% have a chatbot. The median built environment website scores 57 on Google’s mobile PageSpeed benchmark, against a threshold of 90 for what Google considers good.

Looking ahead, 94% of firms have made no decision about whether AI systems can train on their content by opting in or out to AI crawlers. As AI search assistants become a primary discovery channel for professional services buyers, the majority of the sector remains unaddressed by default.

Jon Holt-Thomas, Founder & Managing Director, Jolt Digital, said, “Tracking without consent infrastructure is a compliance problem most firms don’t know they have. But the bigger issue is what comes after the tracking. Most built environment websites begin and end with a brochure. There is nothing in place to capture the interest they generate, and much of the sector behaves very similarly.”

Sector differences
Not all disciplines perform equally. Quantity surveying practices score lowest across the sector at a composite mean of 52.9, trailing the sector average by 4.7 points. Architecture firms perform above the sector average at 59.2.

The research found that digital leadership is not determined by discipline: the top-performing firms in the dataset span multiple firm types.

Main contractors score 56.2 composite, 1.4 points below the sector mean. Planning consultancies score 54.6, three points below the sector average, though the spread within planning is among the widest of any discipline.
